Change Control Planning

Whether during the project or after the event, effective change management is a key element to a construction project’s success.

To assist with change management during the running of a project, Walking Baseline Limited undertakes change control planning by understanding the specific contractual processes, utilising the methods in the SCL Delay Protocol (2nd Ed. 2017) and from project experience. This change control planning can be used to assist with planning amended construction activities, pricing variations, forecasting costs and applying for extensions of time.

Although resolving the commercial outcome of changes during a project contemporaneously is the preferred method, often these issues are not resolved until after the event. In these cases, Walking Baseline Limited form an integral part of dispute resolution negotiations to avoid formal dispute proceedings.


Forensic Delay Analysis

Where formal dispute proceedings are already underway or are likely, Walking Baseline Limited provide expert and forensic delay analysis services using industry recognised practices such as the SCL Delay and Disruption Protocol and/or AACE recommended practices as well as considerable experience and formal qualifications in forensic analysis and expert witness procedures.


Project Planning

Walking Baseline Limited offer day-to-day planning services including, but not limited to:

  • Periodic updated programmes.

  • Mitigation and value engineering exercises.

  • Earned value reporting.

  • Reports and narratives to support all programme submissions.

Lewis McNeice

Planner / Delay Analyst / Director

With over 20 years’ experience in the construction industry, including time as a Senior Quantity Surveyor, Planner and Delay Analyst, Lewis brings a broad but detailed understanding of delay claims and change control from both a commercial and project planning perspective. Lewis has attained Quantity Surveying, Forensic Schedule Analysis and Expert Witness qualifications throughout his time in the construction industry.

Lewis’ primary expertise is in delay analysis and claims for extensions of time including, but not limited to, fully structured and evidenced reports.

Katie Johnson

Katie is an assistant planner and runs the day to day business activities at Walking Baseline Limited.

Katie has vast experience in the public sector working as a front-line Immigration Officer for nearly ten years before moving into Direct Communications and working in Private Office at the Home Office. She is also an experienced Policy Adviser having worked in the Crime and Policing and Data and Identity Directorates at the Home Office.

During her time at Walking Baseline Limited, Katie has attained the APM Project Management Qualification, gained good project planning experience using Microsoft Project and Oracle’s P6 and assists delay analysis and report writing processes undertaken by Walking Baseline Limited.
